Foreign Nationals Ownership of Residential Houses Proclamation No. 1388/2025
Ethiopia has officially opened the door for foreign nationals to own residential houses under a regulated legal framework designed to attract investment while protecting national interests.
Foreigners can own residential property on leased land
Minimum investment: USD 150,000 per house
Ownership limited to residential use only
Eligibility for residence permits or long-term visas
Full repatriation of income in foreign currency
Strict conditions apply, including security clearance, financial proof, and Ministry approval. Ownership in restricted areas and government condominium housing remains prohibited.
This landmark law strengthens Ethiopia’s position as a growing investment and real estate destination.
